How Marshall Islands’ telecommunications authority partnered with Blue Arcus and Alepo to deploy 4G LTE services, achieving 6x subscriber growth and 50% revenue increase within two months. 

The Challenge: Limited Mobile Service Portfolio 

National Telecommunications Authority (NTA), Marshall Islands’ main telecommunications provider, offered only basic voice and SMS services on their legacy 2G GSM network. With high smartphone penetration and demand for mobile data services, NTA needed to upgrade to 4G LTE with WiFi capabilities while revamping customer experience through varied bundled offerings and mobile self-care. 

The operator required comprehensive network evolution to become one of the region’s first operators offering advanced mobile data services.

The Solution: Complete 4G LTE Platform

NTA partnered with Blue Arcus and Alepo for comprehensive network transformation: 

  • Alepo Digital BSS Platform: Complete system including Online Charging System, CRM, admin portals, web self-care portal, mobile self-care apps for Android and iOS, configuration manager, voucher management, trouble ticketing, monitoring, and SIM inventory management. 
  • Network Infrastructure: Alepo AAA and PCRF with EMS Portal enabling advanced policy control and authentication capabilities across 4G LTE and WiFi networks. 
  • Advanced Integration: Seamless integration with external payment systems, SCP Adaptor over Diameter Ro Interface, PGW over Diameter Gx Interface, third-party HSS, and legacy HLR for Circuit Switch Fall Back ensuring comprehensive network compatibility. 
  • Customer Experience Innovation: PayPal payment integration, comprehensive self-care capabilities, and advanced service bundling enabling sophisticated customer engagement and reduced operational dependency.

  • 50% Revenue Increase: Within two months, launch of varied data bundles and personalized offers led to dramatic revenue growth with 70% ARPU increase demonstrating strong market acceptance. 
  • 6x Subscriber Growth: Between first and fourth month of launch, subscriber count increased sixfold with strong adoption of data services and enterprise offerings.
